Can You Tell The Difference Between 30fps and 60fps?

Cannot, not even close, and I also have problems telling apart 720p and 1080p unless I go really up-close. I can tell the difference between 24 and 30 fps tho - and finally, I am really annoyed by tearing, because for some reason I see even the smallest amount of that T_T
