Man I've seen about three threads on this in the past day...
Anyway I think that they should've included the charger since it is an accessory that it requires to function, but at the same time, they are pretty readily available. Plus, if the charger is around $20 to buy individually then wouldn't it be the same price if it came with the system. The only major problems I see with this is that if stores run out, your screwed if you don't have a 3DS or if people don't know that it doesn't come with a charger, which I assume most people will know. I still think that this is a very poor decision on Nintendo's part that would most likely cost them very little to add when manufacturing, but it's not the worst thing ever.
