This will sound funny because it is so new, but Ultra Street Fighter IV is the most balanced fighter I have ever played.
It has a huge roster, and only Honda and Dee Jay are bad.
The last year people playing with Rose, El Fuerte and Adon have won major tournaments, almost all characters are usable if you get good with them.
The first 2 Samurai Shodown games were quite balanced, although the roster was much smaller.
