Surely you don't consider two years on familar hardware with the same engine to be the same as two years building a new engine and game for a completely new system. Because that would just be silly. If anything, they should have taken DriveClub's route and delayed the game to release it closer to when all the content was ready (or close to ready). But they have a baseline now, and have proven in the past that a two year development cycle is more than enough to put out a high quality racer with plenty of talent.
The obvious comparison is Gran Turismo, but that's apples and oranges. GT could certainly use a little more time in the oven gameplay wise and a little less time meticulously detailing 400 cars or so, to the point that the other 800+ in the game are spruced up PS2 cars. Two very different development processes. I would love for PD to spend more time innovating the actual game play and less time making automobile porn.
