The only way to gather data is to take a random group of testers, maybe 10,000 or so from each state, and have them take the same IQ test. You think the data turned up the way it did by chance? Taking a group for representation is surprisingly more accurate than you would think. Look at primary ballots in the U.S. Even when only ten percent of the votes are in, the final results are proportionate to the percentages in the beginning.
