Plenty powerful. Most games won't require more than Wii U level power anyway. The whole idea is that these games would be scalable. You see handhelds like that Nvidea one and can see how that's possible. They make the console version first, then scale it down and optimize it for the handheld. I think you're underestimating just how large the scale down will be.
I think that the consoles successor will be a decent bit more powerful then the PS4. The handheld will be significantly more powerful than the Vita.
