No, American buyers have to pay taxes on top of the $399 price. The taxes there are lower, but different taxes in different countries are not the fault of Sony/Nintendo/Microsoft but of the different governments.

You always have to compare prices without taxes in international comparisons.

Oh, I didn't know that. But yeah comparing prices without taxes is the best, though I still think having $1 be worth the same as €1 is wrong.
