No, that's the job of third parties.

It's the job of third parties AND Nintendo as platform owner. The build-it-and-they-will-come-attitude doesn't work anymore with so many competitors on the video game market (which includes Steam, Origin, smartphones, tablets, streaming services, mini consoles like Fire TV...)

Nintendo has to actively allure third parties (as well as all the other platform owners) instead of passively waiting for them.

Nintendo currently has 10 projects in the work in co-operation with third party studios for 2015.

This is not counting games like Bravely Second, Youkai Watch or Monster Hunter. Only third party studios where Nintendo is heavily invested with.
