The problem is that Nintendo never really cared about Brazil. They never localized any game, there are lots of delays, it's hard to find their products, there's no Brazilian eShop in R$ (nor in U$ for the Wii U), no Club Nintendo and many other problems.

They could solve most problems if consoles and games were manufactured here, just like MS did, which made X360 and XOne a lot popular in Brazil. Nintendo just keep saying that it would cost too much money, but at least for games, it wouldn't, since there are a lot o companies that could do this for them. There are also manufacturers that could make the Wii U here without the need of Nintendo making huge investments.

Unfortunately, Nintendo just feels confortable saying it is "high taxes fault". Sure taxes are high, but MS managed to solve it and Sony is going the same way, although PS4 hardware is still not being produced here.

Just to make it clear, I'm not saying that over 80% of taxes is fine, but it's no excuse for big companies like Nintendo to do such stupid things. Also, don't expect taxes to get any lower in the next few years, it's logical that countries which want to stabilish a more modern industrial structure will take protecionists measures.

You need to consider MS and Sony are not exclusively a game company. They already had operations and plants in Brazil before bringing games here. Their risk is smaller, because if it flops, they can use those structures to something else. They also have know-how of the way things work around here, like Lobbying.

For example, when a company brings a product here to "assemble", there are many testimonies that say the workers only put them inside the boxes. There is no real assembly.

When you think from a culture PoV, there is no (peaceful) culture in the world more different from ours than the japanese. If Nintendo tries to create a company here with a similar corporate culture, they will fail miserably. With some luck they can make something that doesn't leak info too often (i'm sure you remember when the full movie "Tropa de Elite" leaked three months before the release).

Also, their sales volume here in no way justify a plant, not even during the Wii/DS era. According to newzoo there are only 6M handheld gamers officially in the country. If at least handhelds sold better here, but as it is, they would only lose money.

Thats why I said they could use another company to make their products here.

 

About their sales in Brasil, it is hard to know if it would be more profitable, because we dont know the real numbers since most sales are imports, but it raised Sony and MS sales considerably, so we could see similar results.
