I don't think it will come with a gamepad.
I think you will be able to use the handheld as a gamepad, or buy a gamepad yourself as an accesory.
I also think the console will be able to play all the handheld games upscaled, but you may need to use the handheld or a gamepad as a controller because of the touchscreen.
I think the only reason why Nintendo consoles don't read dvds is because they don't want to pay royalties to Sony. There is a homebrew app that lets you play dvds on the wii.
