Indeed, PS2 obliterated the Dreamcast in raw power, it's just the Dreamcast was much better balanced and easier to code. The Dreamcast wasn't capable of things such as real time reflections and other GPU tricks the PS2 could do.
The dreamcast games did improve from launch over the course of it's life. Particularly the later G-Rev games look awesome even now. However, the part Nogamez is missing, is the Dreamcast improved massively, to get to the point where it's software looked on part/a bit better than PS2 launch software and combined with being easier to program, developers were able to utilise all of it's power much more quickly than the PS2.
The Dreamcast would never have been able to run games like Gran Turismo 3 or Metal Gear Solid 2 at 60fps and they were early PS2 games.
