Reporting and snitching are two different things.

They are the same.  As long as its legal don't snith.  Don't with hold evidence either that is obstruction of Justice.  You are not allowed to snitch on your self if you don't want to.  You are allowed to bare true witness against others.  Only physical evidence and multiple witnesses are credible.
