I guses the people who think it will end below 70 are just detractors. Even though it will probably be quite repetitive without much substance it still has its merits as a gogeous showpiece in a setting we don't see as often. For that alone it will come very close to 80.

ISS had pretty good gameplay to go along with it's great graphics. Its biggest complaint was its weak story. The Order however, from what some previews have said, is only a pretty game so far. I haven't actually seen a preview praising its gameplay and I would expect that it would get a score in the low 70s because of that.

Last time I checked the main complaint of ISS was that it lacked much content and the content it had was quite boring and unimaginative. The subpar quality of the story was to be expected and also doesn't count as much in open world games.

From what I've seen so far from The Order are the same problems as with ISS. Solid gameplay, pretty graphics, not much to do beyond that. The problem of The Order is that it doesn't have the benifit of being an open world game and as such will be rated worse. Its bonus will probably be its uniques setting and probably a solid if not great plot. That will save it from dropping too much below 80.
