I have to agree. It is really puzzeling. Especially given the relative lack of software. I think they were short sighted by two things.
1. The may have not anticipated how difficult the approval process would be.
2. It was kind of a rush job to be first.
Now you have a situation where the competition is cheaper AND has more games that are actually playable on their device by a factor of at least 5:1.
Being first in China was a big deal for them, but it also meant that Sony was able to watch and learn from them. Now Sony gets to come off as a hero for not region locking and the added benifit is that they don't have the same lack of software as Xbox in China.
That being said, they could fix it easily with a firmware patch, but its obviously better to have it unlocked out of the box.
