Is he saying that something Japanese is intrinsically negative. Well yes that's exactly what he is saying. The problem here is that being a Western game should not be a factor in a reviw based on merit. It cheapens the objectivity of the critique. Are Japanese developers supposed to make games that mirror Western sensibilities?

Can a game be too American? What the hell does too Japanese mean? Too different? His lack of clarity create the opening for claims of racism. We need a better class of critics. He should be required to preface his review with an admission of bias.

It's also insulting to gamers who enjoy games from Japanese developers.
