The OP is claiming he can out do a PS3 for less than 100$ (I could find used PS3s cheaper than that if I wanted) not for 300-400$. For 400$ I could easily out do a PS3 but that is 4x the cost as well with more tech issues at that.

 

In general it would cost 300$ish to be on par with a PS3 and 750$ish or so to be on par with a PS4

I think he was just exaggerating a little. A computer like that would probably be around 300 or so. hundred for a vid card, 80 for an older processor and mobo, 60 for ram, then keyboard mouse psu etc.

If he bought the parts off a friend or craigslist, I could see 200-300 for a decent rig.
