Considering that my wife's non-gaming HP laptop can run PS3 quality games for less than 500 bucks...purchased more than a year ago, I don't see the above statement being too far from the truth for a desktop.

A used PS3 is like 150 bucks. You will be hard pressed to even build a whole PC from that, let alone one that can run PS3 games. Even if you could by buying used and old PC parts it's never wise to invest in old technology.
