Could Rockstar make a better Zelda than Nintendo?

Sorry, Rockstar's games are primarily impressive in the amount of geography they pack into them. As far as actual gameplay mechanics/combat go, they're mediocre at best, and they're at the low end of mediocre at that.

Red Dead Redemption is one of the greatest games of last gen.  Rockstar could do it all for Zelda except maybe puzzles.  Don't know about that.

Again, the only thing that impressed me about RDR was the geography, and if I just wanted to look at scenery, I'd play Journey.

I repeat: Rockstar is low mediocre at best when it comes to almost everything else other than setting. They're good at that, I'll give them that much.

I thought the pacing and themeing of the game was fantastic.  It nailed the old west pretty perfectly and the side missions and activites were very enjoyable (Duels, Poker, Hunting).  The world felt alive with the wild animals that would attack you randomly, as well as the random encounters with strangers.  It also had a great soundtrack.
