That was a specific case. Basically, GTA money was tied specifically to the account the purchase was made on. That was technically a DLC, but not in the same way as you would buy extra missions, multiplayer maps or stuff that usually comes in a DLC. I know because lot of people purchased GTA digitally, but nobody expected to actually get the money for their main account. Meanwhile, lots of people bought Destiny DLC, Battlefield 4 and similar and had no problems playing it from their main account.
