You already had this argument with vivster so I'm not going to argue this much, but the language they used was veeeery misleading. They themselves apologized and are fixing that. When MS says something misleading like that and people misinterpret it it's on MS not the fans. Who the hell says "timed exclusive may come to other platform" in that situation. They could have easily said "exclusive to MCC owners for a limited time, may release outside the game" or something like that. Besides everyone treated it as a rumor. I haven't seen one person saying that it'll be on PC confirmed.
