Yeah its an app, welcome to PSNow =P Seriously this is all PSNow has ever been, an app that lets you stream a growing library of PS games to selected devices.

Why its big news is because this is seemingly where gaming is slowly going, streaming new games to any of your devices and playing without an expensive console. And iirc Samsung TVs will be the first non Sony device to be supported.

The idea is to not limit your games to the few hundred million or so that will buy expensive games consoles but to allow anyone with an internet capable device to play them bringing the potential install base to well almost everyone.

Obviously we are a long way off being able to stream the newest AAA titles to your TV/Smartphone/Tablet etc. but thats where we are headed if PSNow is a success.

Its not new news though. We've known about PS Now for a long time. And now that its been out for months, it doesn't seem like its that popular. Maybe in the future more people will use the service. 

And doesn't the quality of the game depend on your internet speed? So that's a huge restriction that current consoles don't have. In most parts of the world, internet speeds are still quite slow. 

And even if its coming to Samsung TVs, those TV's already come with loads of apps already installed. That's why I don't see why this is big news.
