If Exclusives where available everywhere would you buy a Console or a PC?

Thats only if ur online! If you are offline, then you can go into offline mode and play whatever u want to play in Single player

Well, not really but the updates for the steam client aren't very big at all and takes a very short time to download and install. The updates for the games can be done in the background however
