I can understand requiring them to be at least 8 characters... and I am fine with requiring at least 2 types of character sets (lower/upper/number/special) as long as there is a way to leave the choice of types to the user... so it will reject a password with just lower case but accept if you add in any other character.
It's very rare I have come across a login system that forces you to use all four, but yes they are annoying.
What annoys me far more than that though is when you are stopped from using a password with special characters (I believe Photobucket is one example). I can only assume it is through laze as I can't think of a valid reason why they would stop you using them for a password.
