No, it doesn't. It means exactly what it says: that females will no longer be excluded from certain positions unless the Secretary of Defense decides otherwise. That is, positions they want to hold. It doesn't mean that they're elligible for the draft. Panetta himself said so:

"With regards to Selective Service, you know, that’s not our operation," Panetta said. "I don’t know who the hell controls Selective Service, if you want to know the truth. But, you know, whoever does, they’re going to have to exercise some judgment based on what we just did."

Here's why:

THE LAW
Selective Service law as it is written now refers specifically to "male persons" in stating who must register and who would be drafted. For women to be required to register with Selective Service, Congress would have to amend the law.

THE SUPREME COURT
The constitutionality of excluding women was tested in the courts. A Supreme Court decision in 1981, http://www.law.cornell.edu/supct/html/historics/USSC_CR_0453_0057_ZS.html"> Rostker v. Goldberg, held that registering only men did not violate the due process clause of the Constitution.

Panetta reckoning that, maybe, whoever the hell runs Selective Service will have to exercise some judgment based on what he just did has nothing to do with the law as it exists.

 

You really don't know how to read do you? All of that is pre-january 2013.... After january 2013 that is no longer the case. The law and the entire selective serrvice is in the process of updating and removing gender based barriers to service, which includes adding woman to the draft, as stated on january 24 2013. try reading again.. "to eliminate all unnecessary gender-based barriers to service" by definition woman not being added to the draft is a gender based barrier to service.
