It's pretty understandable for Russia, as both the Rubel is dropping deeper and deeper, and the troubles Steam has with some illegal keysellers from eastern europe using their cheap keys and resell them in western europe (or elsewhere in the world) with big profits.
Can't comment about the other regions though :(
