I think if it's properly shown to people people see the difference. The problem is people look for a slide show effect with 30 fps. 30 fps isn't a slide show for anyone.

Here's my theory:

The issue is you aren't getting a smooth transition as things move leading to ghosting like effect around the edge of objects and a generally less solid appearance. You also aren't getting sufficient information, from some games, for your eyes to smoothly track fast moving objects.

If, for example, you're playing a 2D Sonic game at 30fps. Sonic stays still whilst the environment makes large jumps as it scrolls past. When your eyes are focused on Sonic it might not be too bad, but when your eyes attempt to focus on the environment, and track it, the large jumps make it hard for you to follow and can even make you nauseous.

I would suggest that people who think they don't see a diffrence would still find a game at 30 fps less easy to follow and more likely to make them nauseous, even if they're unaware that framerate is the issue.
