Microsoft in one way or another can recoup a lot of the money but it will not be from the physical downloading of the content, It will be from two things...
1. Extra 360's sold as a result of that version of GTA.
a. This will depend on how much Microsoft tries to blow the DLC's significance out of proportion. So far they haven't done much.
b. This game appeals to many casuals and due to their ignorance, they will buy into the propaganda.
2. Extra games sold due to people they have swayed.
Everything depends upon how much Microsoft spends on advertisements. You would think a multibillion dollar company would be intuitive enough to advertise something they spent 50 million dollars on but apparently not. They are yet to do anything and until they do, the general public will think it's a PS3 exclusive.
