I don't think it mentions anything about it in the patent filing, but a device like that could adjust the stiffness of each finger's movement on the fly to simulate the feeling of grabbing and holding things. If you picked up a rock, the fingers could lock at a certain point so it would feel like you were really holding it.

That quote is talking about conventional VR gloves. These things (basically open-backed gloves) are designed to avoid that problem.
