Skyhold Pub (whatever it is called), first floor (2nd for you yanks), follow the banister round and she's in her own little cubby hole.

So in the pub is Iron bull ground floor, Sera first and Cole 2nd (top) floor.

Interesting. Trying to find her there. I couldn't find her on the map where every other characters has its talking icon.

Really looking forward to the sidequests from her.
