Sony did not. Western developers did.
Vita got a lot of show time in TGS and Sony just showed everyone it's doing what it can to make it keep alive in the West at the PSX event. Lot's of deals were made and showed for Vita there.

My bad, I only meant SCEA and all the studios that are part of it. Of course, we know SCEJ/A will continue to support it since its doing well in Japan and the advent of its launch in China.

Sony would need 10 or more AAA games exclusively on it to make it relevant again in USA.
As ND did with U GA, maybe they could try a TLOU spin-off with Vita. Having TLOU into your console have a huge weight
They did Ellie's DLC, maybe they could do one spin-off about Joel's past to Vita, something that happened in that 20 years that pass between game intro to the actual game.
I know people would want it outside of Vita, but it could be there for a year and then hit the consoles...

The fact is that they can't even try to make an AAA game there, because people WILL want it on PS4 if they do and they will have to port it.

Sony can release 1000 games on vita it won't sell well without 3rd party support

PS4 - over 100 millions let's say 120m
Xbox One - 70m
Wii U - 25m

Vita - 15m if it will not get Final Fantasy Kingdoms Heart and Monster Hunter 20m otherwise
3DS - 80m
