Good point. Then again, it has already been in development for both PS3 and PS4 (potentially PC as well, but that often gets ported near the end of development), though the PS3 version may get cancelled in favour of just a PS4 version.
Regarding the OP, yes, every cross-gen game is held back by last gen. If a game is cross-gen, it's just doing last-gen things with current-gen touch-ups.
