Of course it's confirmed. It was confirmed months ago, and nothing has changed since.

Because, both MS and SE had plenty of chances to say: "RoTR is XBox exclusive for the life if the title and will never come to other consoles!" Heck, it didn't stop them from saying DR3 is a full-on XOne exclusive exclusive, only to have it appear on PC less than a year later...

You guys really aren't getting what the word 'confirmed' means

If it was confirmed you'd be linking us to a press release saying "We're pleased to announce Rise of the Tomb Raider will be released on PS4 on..."
