I think doing reprints every so often would be smart. Imagine 4 months after you saw your last marth figure and bam, new restock appears for a while. Thats the kind of thing that keeps people hunting.
However those 2nd and 3rd tier characters are the ones that they need to get out there so that people get used to them and buy their games. Nintendo really needs to play this the right way for maximum effect.
