Actually Blake Jorgensen said that and Medhi Tweeted it after he said it.  Microsoft has a policy that they dont talk about IP that isnt owned by them which they have openly said in both cases with TitanFall and Tomb Raider.  They allow the other company involved do that which in that case was EA. Or in this case Square Enix
