Should gamers be able to get a refund if a game is broken at launch such as Unity and Halo: MCC?

at least in america refunds are not a consumer right and it is up to the business to have a policy that allows returns. i doubt we'll ever see refunds in games but i'll bet we'd have a lot less broken at launch games if consumers could return them.
