They could have easily bundled it in with Assassins creed.

Sunset deserved a decent amount of sales.
A sequel looks grim if the majority of the sales it does get is from bundles, could be argued people wanted the white console moreso than the game.
Microsoft needed to use the bundle to help foster the new IP's. They tried, it seemed they gave up, and instead focused on a weak assassins creed game solely.
and on black friday weeks, sells less than Mario Kart Wii.
I doubt SO will ever hit a million, or it may just make it 3/4 years down the line due to discounts
