Even if TR sold more, locking up SF actually captures a more important audience.

The dedication from the serious fighting game guys is the kind that is only matched by the flight/race sim guys. The thousands of hours they'll spend perfecting the game, the hundreds of dollars they spend in extra peripherals, the exposure the PS4 will get at any fighting event where SF V is featured - all represents big business. Tomb Raider will be a one and done kind of game. SF has more staying power, and will keep more people turning on their consoles for a longer period of time. Smart move, even with the PC caveat.
