No Man's Sky is a huge game and that was developed by a team of about 10 people at Hello Games, that's about as big as open world games can get and it's made by an even smaller studio than Media Molecule. Tearaway Unfolded isn't a linear game, it's actually got a pretty big world, your example makes no sense.
Most of the work nowadays is in developing an engine and gradually optimizing, these engine make developing games very quick, Sucker Punch already has their Engine, so no an open world game doesn't require a huge game, even complex assets don't really.
If you're not going to find the evidence then I can't believe what you're saying, I haven't seen Cory Barlog say a thing about their game having recently begun development, just because Santa Monica moved locations that doesn't change the fact that nothing's been heard from them for ages about what they're working on exactly, they have had a lot of time in their old office before moving, are a pretty big studio, comparable in size to Guerrilla and Guerrilla finished Shadow Fall, while they've also been working on the rumored open world Horizon. Santa Monica can easily have a game ready to unveil.
Like I said Evolution would have been well into their next game, if Driveclub had kept it's release schedule, as with any studio they can easily have more than one game in the works.
Shinobi602 was actually talking about Guerrilla's game, not GT7, that's what you're thinking about in regards to a game not coming out in 2015, although that was information he gave quite a few months ago, he also said that Guerrilla had a trailer ready to show at E3, but we never got that, so maybe now's the time for that.
