Where did you get this info?. The Soviets invaded Manchuria, a Japanese-controlled Chinese territory on August 9th, 1945. The same date where the Americans hit Nagasaki with another atom bomb. They couldn't have been negotiating peace with the Soviets before Nagasaki. If Japan had surrendered after Hiroshima this may have been prevented, but they didn't. They understimated the Americans and innocent lives were the price. Truman did the right thing to end the war as soon as possible.
