I think this is something most gamers don't get about how the industry works. The default "moneyhat" and the one every single platform holder will kill to have, is being the dominant platform by a large margin. By the time SFV is released, theer may very well be around 36-40M PS4s out there. and maybe 16-18M XB1s; its easy to see why any publisher would focus on the more successful platfomr if they feel they can meet their sales target on that platform alone.
Though I believe that the game will still come to the XB1 eventually, I have long since said that this is the biggest problem MS has to face with the PS4 outselling it worldwide by the margins it has been. You will start seeing publishers prioritizing the PS4 simply becasue there is more money to be made there. Unless MS is ready to moneyhat everything going forward, and whats sad about that is that the moneyhat would just be to secure a same day release with the PS4 version.
