Cop violence is a result of America's gun culture.
They don't know if someone will pull a gun on them, so they automatically have a fear for their lives in their head.
Once you got that fear you act irrational and take down your opponent and then worry about consequences later.
Look at countries that don't have a huge gun culture most the time the police and perps handle it without fuss.
On the off occasion you get a mouth asshole who does not lisen and tries to resist arrest, however they just pin him down.
