Exact thought. 

Play Sky island, then you get an idea what it's like to play a 3D world in 2 dimensions. Then try to imagine the same with playing a 4D world in 3 dimensions.
http://armorgames.com/play/10899/sky-island It's not quite the same as sky island projects the entire world on a 2D plane, this game would only take a 3D 'slice'. It also seems from the gifs that they only let you move the 3D plane in the 4th dimension, not rotate.

A better analogy would be a LBP level, where you play within one layer but can switch to other layers going in front or behind the 2D geometry. Imagine you can only see the current layer but can shift to another one changing the look of the level.
