it seems the XBLIG programm just had no division that assumed responsibility, so even minimal support had been absent for over a year and has just been reinstalled a few weeks back (and now one person has to work through 2 1/2 years worth of requests)
the problem that led to missing payments has seemingly been delt with, but devs have to wait "a couple of weeks" to actually receive their money
