No it doesn't :p At least not in the present day, and not in regards to exclusives. It technically does if you include multi-plats, but that can mostly be credited to the inevitable variations that occur from how metacritic lists reviews (the PS3 more commonly got the short end of the stick last gen, and the X1 now).
Or are you speaking about a few years back? Because that statement would be true (in regards to exclusives) until 2011.
