That is true now, but not forever.

Developers will put the primary focus on the best return on investment. Having 2 development teams working on the same game is not that in the long run. It has been good for the first couple of years due to the PS2. By the end of this year PS2 will be seen as a much lower market since the Wii will have broken 45-50m and then adding in teh 20m+ for each for PS360. That would put the total at about 90-100m current gen consoles with Wii being 50%+ of that market. PS2 will only betting a few ports by then, Madden obviously, and other games where using older PS2 pre-existing code base will make it very cheap to make.
