Well, the way I look at it is that there is a developer issue, a publisher issue and a consumer issue... And obviously this only applies to some developers/publishers, not all.

First, the Developer: Most of the big developers out there has had experience in the industry for several years and by now, they should have learnt to manage their time well. Usually what happens with a lot of games these days is that the developers set over "ambitious" expectations in a very short amount of time given by the publisher so they should learn to quit putting their ambitions over consumer satisfaction and set it accordingly.

Next, the Publisher: The issue with the publishers is that they set a ridiculously short amount of time for the developers to be able to finish the game without issues or being able to achieve their ambitions. Asscreed has been specially true of this with their 6 months to a year release cycle and as well as many other games. On top of that, the publishers set the expectations of the consumer to a freakishly high level even though they potentially know that it will not be even close to what they are claiming it to be. Their budget also sometimes play a roll as well and they also launch a broken game which I presume the developers told them it wasn't finished yet

Finally, the Consumer: I do think that the Consumer has every right to complain if they are unsatisfied with their purchase provided they set a realistic expectations based on the given information by the developer/publisher. Its usually the developers and publishers that always set unrealistic expectations by publishers showing BS trailers and developers hyping the game via things such as interviews. If you ordered a pizza and half of it was raw, would you not complain? Of course you would! Why should this be any different? Sure, they can fix the game with patches and you can go back to the pizza place and tell them to make you a new one but guess what, at the end of the day, your apatite is ruined cause it should have been great to begin with... If I paid for your product, I expect the quality I was promised within a reasonable expectation, not a mediocre or broken game... But with that being said, some do go overboard with their comments which I don't always approve of but if most people are unhappy, then its the developer/publishers fault imo
