It's simple: if you can play the same game in more than one console, it is not exclusive. Added content is just a bonus.

 

I don't need a Ps3 to play The Last of Us, for example. Just like I don't need a 360 to play Halo now, so that isn't an exclusive anymore.

 

If an Uncharted collection were to happen on Ps4, it wouldn't be an exclusive on Ps3 anymore.

 

I've seen people mentioning Valkyria Chronicles in this thread. That game used to be an exclusive throughout Ps3's lifespawn, but it got a recent PC release. It isn't an exclusive anymore, as you don't need a Ps3 to play it.


This really is more or less comparing the last generation consoles, not to mention The Last of Us is still PS exclusive and Valkyria Chronicles is console exclusive. Most importantly PS consoles don't compete against other PS consoles or really even PC it's about what other non PS consoles have to offer.
