No games is said metaphoricaly, not literally and im sure everybody is aware of this.  When people are saying "no games" they are talking about games that are notable.

Its like this, Ouya has over 1000 games.  Did you know that?  But how many are actually interesting?  That number considerably shrinks.  The same cae be said about ios and mobile games where there are thousands of games being released a day.

With that said, the PS4 is looking to have a strong year next year.

No notable games is still bullcrap. A Forza, a Halo Remake, a new Infamous, Sunset Overdrive, a new IP from Bungie, the new Dragon Age, first Wolfenstein game in 5 years, 2 Lego games, another LBP, plus all the usual yearly releases in FIFA, Madden, NBA 2K, CoD and an Assassin's creed. 

All notable as far as many are concerned. What does the industry expect? GTA6 less than after the release of 5? I wonder if they rate their gaming years on which year GTA comes out.
