I think you are making a much bigger deal of the whole CPU thing than is really called for.
XB1 is 1.75ghz, PS4 is 1.6ghz. The XB1 CPU is just like 10-12% faster than the PS4 CPU. I strongly doubt that with all things considered, every other way the PS4 spend can spend less CPU time (think faster memory) or spend more cpu time (faster GPU) that the 10% CPU advantage the XB1 has over the PS4 makes any kinda real world difference.
Especially if the only game that suggest such a bottleneck is ACU. That game is just an unoptimized mess plain and simple. To take it as anything more than that would be simply reaching.
And there are two thing you said that I find very puzzling (marked them out for you). Both suggest that you either completely are oblivious to how every single console ever made in history grows over time or you are just purposefully being blind to it. For the first thing all I will say is, don't worry... the games we see on these consoles in the next 3 years will put everything we are seeing on them today to shame. For the second, all I will say is pls get serious. First off thats not how GPU compute (on the PS4 works) and secondly, you are (again) making too much of a big deal with the whole CPU thingy.
