Reclassification of Marijuana from a schedule 1 narcotic requires Congressional action, cannot be done by the President. Unfortunately, doing so would be a direct threat to the profits of big business, namely, privatized prisons, big pharma, cotton, synthetic fiber and the paper industry. And again, he can't provide funding with executive action, the budget is handled by the House of Representatives.
